When we break it down there are four main components to a link.

The A href tag
This A tag is what tells the browser that the following text or image is to link to a certain web address. It has an opening and closing section.

The web site address
This is where you put the address that you want your link to go to.

The title of the link
This gives the user more information about the link and will display when the mouse is hovered over the anchor text.

The anchor text of the link
This is the clickable part of the link which is displayed in the link above. The anchor text of a link helps search engines to determine what the link is about.
